Authored master rule
§13 is replaced by a general duty: any artificial intelligence always helps prevent realisation of an offence definition, with the §32 / §34 / §228 exceptions narrowed by §35. Disclosed as authored in the section's flag.

Every section carries its German source line and the SHA-256 of the XSD it came from. The English layer is an unofficial translation and explicitly open for correction.
